Job Introduction

The incumbent is responsible to develop, implement and manage the annual budgeting process to provide the completion and reliable information to make sure the performance targets are achievable as well as coordinates with stakeholders to ensure the annual budget is prepared on time, and track variance between actual and planned (budget) spending.

Job Description

  • Prepare the schedule of work for annual budget preparation to ensure the end-to-end process (tool design, data collection, consolidation, review and analysis) of the new year budget is completed on time in accordance with the timetable;

  • Develop and update the annual budgeting tool to simplify data entry and send to all stakeholders in order to produce the annual budget;

  • Prepare budget guidelines and key assumptions and ensure their correctness and appropriateness for management review;

  • Communicate with and follow up stakeholders to obtain budget figures and collect required data to ensure annual budgets are produced within deadline;

  • Consolidate annual budget figures provided by provincial offices and HQ to produce accurate and reliable results and achievable and implementable targets within BoD deadline;

  • Prepare the draft annual budget by verifying data quality, financial assumptions and consolidation to ensure the results are reliable and submitted on time for review by the manager before the annual budget is submitted to senior management for approval;

  • Develop the mid-term financial projection guidelines and key assumptions;

  • Update the mid-term financial projection tool to simplify data entry and circulate to all stakeholders for use in defining long-term financial goals;

  • Prepare the mid-term financial projection guidelines and key assumptions and ensure their correctness and appropriateness before they are submitted to senior management for approval.

Job Requirements

  • Degree in Accounting and Finance or other related fields;

  • Minimum 2 years of relevant experiences in Budgeting, Financial Planning, and Accounting;

  • A positive approach to challenges, and possessing an advisory manner with excellent interpersonal and communication skills;

  • High commitment and able to work under pressure;

  • Excellent verbal and written communication both Khmer and English;

  • Good computer literacy and knowledge in Advanced Excel is a plus.
