DUTIES & RESPONSIBILITIES:

• Assist the Director of HR in developing/updating of comprehensive staff capacity building strategy, plans, and budgets;

• Create and update of annual plan of actions (POA) for the team under supervision;

• Assist Director of HR in developing the compensations strategy, proposal, design of sales incentive policies, building salary structure;

• Assist Director of HR in reviewing staff performance and promotion, implementation of rewards and recognition program, as well as handling the problems related to performance, behaviors, work closely with HRBP in handling investigation process and corrective actions;

• Lead the training needs assessment process, and updating training curriculum and calendar by working closely with respective departments;

• Work closely with Audit, Quality assurance, managers identifying employee’s capacity gap, and identify training intervention;

• Lead the L&D team and working closely with head of departments, regional managers, project manager, in implementing the training plans, including classroom as well as e-learning;

• Assess WBF’s current talents gaps, future skills requirements, and make recommendation to revise/adjust appropriate talent management strategy that suite the findings;

• Facilitate annual salary survey processes, analysis data and consulting with Director of HR on the findings and recommendations;

• Coordinate and implement the remunerations and welfare policy for expatriate employees, ensure facilitation of process, payments are complied with policies and on times, and immediate support to expatriate staff provided;

• Review monthly payroll preparations for both local and expatriate employee, ensure timely payroll and accurate of calculations; Work closely with HRBP and respective departments on implementation of annual performance review to ensuring the proper performance bell curve that reflect branch/dep’s performance. Assist the Director of HR in proposing merit increment and bonus payout;

• Lead the committee in doing job evaluation and grading, bring proposals or recommendation of proposed job grade to senior management;

• Lead the planning and implementing process for major and key organizational events, eg, staff annual meeting, Khmer New year, team building, and other staff recreations and well-being events like sport championship;

• Lead the coordination of any report requests by other department staffs, auditors, or HQ.

REQUIREMENT COMPETENCIES:

• Bachelor degree in economics, finance, banking or education;

• At least 5 years of experience in human resources in areas of learning and developments, talent management, performance management, and compensations, plus 3 year experiences in management roles;

• Ability to influence and lead subordinates

• Demonstrate a strong facilitation skills and analyzing skills;

• Ability to manage multiple projects at the same time

• Good strategic thinking skills

• Ability to travel to provinces often, sometime travels on weekends and holidays;

• Be proficient in Microsoft Word, Excel and PowerPoint;

• Be proficient in English speaking and writing.
